as truely said by exp, the gain (hfe or beta)of a transistor can be only calculated when it is in the active region and not when it is destroyed .
do check on the datasheet for the transistor u r putting on test and calculate suitable values of the base and collector resistances.

all types of instrumentation amplifier also can be used for amplify the voltage?

i think for ur application any instrumentation amplifier would suffice . u could even make one using a quad op-amp general purpose single supply op-amp IC like lm324.
