my last update:
1- i will separate the camera and i will receive its data independently sense i found out that video streaming is programmable with c# and i will have to do id
2- i am still searching about the control part.
3- i will use arduino board to receive the control and move the wheels

i mean how would i control the robot " blietooth, rf , wireless"

you are using wrong terms
bluetooth is RF as well as wireless too hehe.. anyways.
its good to use simple RF modules rather than going for costly bluetooth modules. You can easily find 2.4Ghz RF transceivers or 433Mhz RF transceiver modules in market. they are cheaper and easy to use.

but if u use bluetooth then there will be no risk of interference from other transmitter.

ok.......as a project management idea
i want to try each part of the robo camera car individually.....
and because unfortunately the Arduino chip is going to be late to arrive " verrrrry late"
i will start with c# interface and i will learn hoe to control the transmitter by connecting it to the parallel port " or serial port"
which is easier????

you mean RF transmitter? check datasheet of module and see what interface is used for it. I believe its gonna be Serial and SPI both you can use any you like. serial is easy than implementing SPI on parallel port.
