IR LED and TSOP 1738

Circuit is WRONG ,LED will not transmit, connect LED to +5v then a 100E resistance to -ve pin of LED then Connect it to Collector of BC547 , no need to connect 10K with +5V
use 2N3904 in place of BC548
use 2N3904 in place of BC548

what circuit ur testing exactly now
in ur posted circuit u r driving led with 10k in series so led will not drive
drive as TPS suggest
