your power supply is failing to deliver enough current to module. as soon as module tries to register it gets reset coz thats the point when module fetches maximum current.

and its difficult to add ftp client functionality unless module provides this facility. coz ftp server needs faster response from client. port 21 is just for commands and communication when you send a get command to ftp server it replies with a random port number which you have to connect instantly to get the file data. this becomes impossible to implement sometimes when working manually or on a smaller controller. I suggest you to use http method to transfer file instead. put your file on http server and send a HTTP GET request to access that file.

you should first test communication between TCP server and modem on hyperterminal and see if sending something from java server is being received on modem or not. This will make sure that your server application is working perfectly. How you're are trying to read server response. You need to post your code so as to analyse what you could be doing wrong.

simple SMTP is doable through modem but attachments I really doubt. May I know in what scenario you're going to send email from modem and that too using 8051? and how or what kind of attachment?

for uploading file there is no straight way. You can make another server in java that could receive data over tcp and save it in file. thats the only way to upload file to server for you.
