This project is to design and construct an in-building positioning system based on wireless or other principles that will enable a mobile unit to determine its position as it navigates rooms, corridors and so forth. If possible the system should be cheap and accurate to within a couple of metres. If time permits the system should be integrated into a "moving map" that is present on the mobile device to assist in the navigation process or to locate specific objects

well.. i would suggest you to make something like what GPS do..
create your own satellite, or say local satellites, they are nothing but small short range transmitters and will transmit ID of the place after every second or shorter interval decided by you.. I am not sure this method may void your idea of having a cost effective system. but it can be a reliable system.
