SIM 300 PDP DEACT

I guess BSNL is using a proxy server which is configured in phone as GPRS profile but its not configured on GSM modem. thats the reason you're getting a local IP instead of public IP. I am not sure if there is a provision to use a proxy server for accessing GPRS in sim900. So I believe you should drop the idea of using BSNL simcard.

Now my sim card is working....but it will connect to network only if I put it in the modem immediately after removing from my mobile phone.
When i put it in mobile phone, the sim automatically request handset configuration and send a message.
And they will return a message as reply.

I noticed that if I put the sim in my modem, it is giving ERROR on AT+CIICR after getting this return message.

No, it's working only after removing immediately from mobile. I tried powering it off and on. No use...
Something new with new BSNL sim cards.

could be.. you never know. Did you ask simcom vendor or support team for help? If you let them know about the problem, they will forward it to developer team. If its a genuine problem (which I think it is..) they will fix it and send you a new firmware.

I contacted the support team. They said that it's not the module problem, but problem of BSNL Sim and so contact them. Anyway, as you said earlier, I avoided using BSNL sim and am using Airtel sim. And one thing is that this airtel sim can attach to gprs even if there is no balance and no internet activation.

wow thats a surprise from airtel and looks like SIMcom is not keen to work on this as very less people use BSNL in gsm based embedded devices. Its always airtel or vodafone.
