Hi

I bought PIC learning board with UART, is it possible to programm it via UART?

it can be programmed using the usb link

PIC uses ISP porgramming via ICSP pins and does not support UART programmability natively but you can do it using a uart bootloader. But why you want to do that? Dont you have PICKit2/PICKit3? I suggest you get one and it will make things a lot better and easier for you.
