If you post a Proteus simulation I might be able to find the fault,
but I can't do it from just your code.

Proteus crashed when I tried to open your project.
Please try modifying your project in some simple way.
Re-save the Proteus file and post it.
Also post a screen shot of the Proteus layout.

I think the problem is your circuit.
Transistor base resistors r13, r15, r17 etc are not needed, remove them.
Add smoothing capacitors to the input and output of the 7805 voltage regulator.
Say 220 uF or bigger each.
Let me know how you get on.

just the micro, no other components.
Your hex file switched the pins as expected.

Try this minimal version..does it work ?.
