pic18f26j50/46j50 programmer

hi,

i am currently doing my fyp that required to use PIC18f26j50 and PIC18f46j50
where can i get the programmer for the 2 uC above for the price within $40
i hope the programmer is more or less like

that i can direct plug in the microcontroller and flash the memory

or can anyone recommend any popular uC that has 2UART , SPI function and the RAM is more than 512b
