well the circuit you've shown and I have provided assumes a continuous 38Khz signal such that TSOP stay low for a long time and trigger 555 timer to generate square wave. But incase of remote, you are actually sending data to TSOP and so its output goes low/high as per data received, which is why your 555 timer is not generating any pulse.

Measuring output of TSOP with multimeter and remote as transmitter will only show 5-4V as DMM samples data after some time (like ADC) so just like a PWM signal you wont see a complete 0 unless signal duty cycle is 0.

it doesnt seem happing that you said sir the transmitter circuit doing nothing as i varied the resistance also but doesnt effecting anythng on receiver side though the ir led is active as i see it on camera..!

first thing first, your issue is getting long range or your circuit? or both? what is you end goal?

yes i want range upto 2ft..not above dat...also i sholud b able to vary the range between 1 to 2ft or abv max 2ft..!my end goal is to detect the person standing in front of it and den if the person go awat the control shold automatically flush for 7sec den stop!
so the my problem is stuck up with too many circuit that not even one working for me..!

hmm.. ok so why are you using a tv remote? a simple 555 timer to generate IR signal and you can feed TSOP ouput directly to 8051 as 38Khz signal will provide low on TSOP output no need to use any special circuit. all you need to do is make a 38Khz 555 timer circuit.

when i made this on proteus it works fine but in real. not working at oll..! at receiver side nothing is getting low..!

did you check 38Khz signal on oscilloscope? if not please check it first.
