Please post a diagram of the board the PIC is mounted on while being programmed.
Mark the connections to the PICKIT3.

its reading 0x00 device ID, which means either device is not powered on or not connected at all. can you check if controller is getting enough power. are you driving power from PICKIT or external supply is there.

Pickit 3 is powered externally 5v through arduino due.... is it sufficient???

i ajay i uncheck the program memory now its programming.... done but still my couldn able to see port pin toggling

If you uncheck program memory and EEPROM it means you do not want to write to program memory. which means your controller is not getting programmed at all. Try reading chip ID and other details to see if connection between controller and PICKIT3 is success.

When i try with enable program memory... i getting programming failed error... i khave already posted the screen shot...

i feel connection is ok because when i tried to code the chip with program memory disabled its working fine i can able to enable disable oscillator.... ie. clkout pin clock enable..

i cant identify what would be the issue...

I suggest you to try with another chip of same and different type both. Just to make sure your PICKIT is fine. PIC is not able to detect your device its clear.
