i've drawn above ckt diagram as per ur device only..rows +ve n columns -ve..
wat i m sayin is use transistors at the o/p of shift registers...advantage of this arrangement is u r providing a separate p...

use npn transistors @ rows 4 ease of logic

4 inversion u can always use a transistor..btw why u wanna invert dat.?

yes u can.. if possible use LCD instead of LEDs.. LEDs will also do ur job..
u've to burn hex file in microcontroller..
i m not sure bot memory..i guess it will take binary..

just double click on the dev...

it wont work..
ur charging supply is connected across the battery, so u made any kind of ckt..power will be drawn from the charging supply only..
btw,i've a question..why any1 want to use battery when u...
