try to eliminate the problem by, first, check the cable. 2nd shock your monitor a little if the color will change then cold solder is the problem.

generating 38khz square wave using 8051
write a simple C program toggle a pin with delay.

38Khz = 38000Hz

time period = 1/38000 = 1/38 ms = 0.026316ms = 26.316 uS

with 50% duty cycle, your pin has to be toggled every 13.158uS
